The Anti-Empire Report #130: Japan’s Pacifist Constitution Undermined at US’ behest [William]

“…[Japan’s current ultra-right prime minister] Abe, it should be noted, is a member of the Liberal Democratic Party, with which the CIA has had a long and intimate connection, even when party leaders were convicted World War 2 war criminals…”

by William Blum

July 12, 2014

Article 9 of the Japanese Constitution, 1947, words long cherished by a large majority of the Japanese people:

“Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.

“In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.”

This statement is probably unique amongst the world’s constitutions.

But on July 1, 2014 the government of Japanese Prime Minister Shinzo Abe, without changing a word of Article 9, announced a “reinterpretation” of it to allow for military action in conjunction with allies. This decision can be seen as the culmination of a decades-long effort by the United States to wean Japan away from its post-WW2 pacifist constitution and foreign policy and set it back on the righteous path of being a military power once again, only this time acting in coordination with US foreign policy needs.

In the triumphalism of the end of the Second World War, the American occupation of Japan, in the person of General Douglas MacArthur, played a major role in the creation of this constitution. But after the communists came to power in China in 1949, the United States opted for a strong Japan safely ensconced in the anti-communist camp. For pacifism, it’s been downhill ever since … step by step … MacArthur himself ordered the creation of a “national police reserve”, which became the embryo of the future Japanese military … visiting Tokyo in 1956, US Secretary of State John Foster Dulles told Japanese officials: “In the past, Japan had demonstrated her superiority over the Russians and over China. It was time for Japan to think again of being and acting like a Great Power.” … various US-Japanese security and defense cooperation treaties, which called on Japan to integrate its military technology with that of the US and NATO … the US supplying new sophisticated military aircraft and destroyers … all manner of Japanese logistical assistance to the US in Washington’s frequent military operations in Asia … repeated US pressure on Japan to increase its military budget and the size of its armed forces … more than a hundred US military bases in Japan, protected by the Japanese military … US-Japanese joint military exercises and joint research on a missile defense system … the US Ambassador to Japan, 2001: “I think the reality of circumstances in the world is going to suggest to the Japanese that they reinterpret or redefine Article 9.” … Under pressure from Washington, Japan sent several naval vessels to the Indian Ocean to refuel US and British warships as part of the Afghanistan campaign in 2002, then sent non-combat forces to Iraq to assist the American war as well as to East Timor, another made-in-America war scenario … US Secretary of State Colin Powell, 2004: “If Japan is going to play a full role on the world stage and become a full active participating member of the Security Council, and have the kind of obligations that it would pick up as a member of the Security Council, Article Nine would have to be examined in that light.” …

In 2012 Japan was induced to take part in a military exercise with 21 other countries, converging on Hawaii for the largest-ever Rim of the Pacific naval exercises and war games, with a Japanese admiral serving as vice commander of the combined task force. 4 And so it went … until, finally, on July 1 of this year, the Abe administration announced their historic decision. Abe, it should be noted, is a member of the Liberal Democratic Party, with which the CIA has had a long and intimate connection, even when party leaders were convicted World War 2 war criminals. 5

If and when the American empire engages in combat with China or Russia, it appears that Washington will be able to count on their Japanese brothers-in-arms. In the meantime, the many US bases in Japan serve as part of the encirclement of China, and during the Vietnam War the United States used their Japanese bases as launching pads to bomb Vietnam.

The US policies and propaganda not only got rid of the annoying Article 9, but along the way it gave rise to a Japanese version of McCarthyism. A prime example of this is the case of Kimiko Nezu, a 54-year-old Japanese teacher, who was punished by being transferred from school to school, by suspensions, salary cuts, and threats of dismissal because of her refusal to stand during the playing of the national anthem, a World War II song chosen as the anthem in 1999. She opposed the song because it was the same one sung as the Imperial Army set forth from Japan calling for an “eternal reign” of the emperor. At graduation ceremonies in 2004, 198 teachers refused to stand for the song. After a series of fines and disciplinary actions, Nezu and nine other teachers were the only protesters the following year. Nezu was then allowed to teach only when another teacher was present…

US calls for Internet ‘freedom’ to facilitate spying [China Daily]

‘The lady doth protest too much, methinks.” William Shakespeare said it first, back in 1602, in reference to the broken trust between Hamlet and his scheming mother Queen Gertrude who liked to think her crimes were undetectable, but it also applies to Lady Liberty in the latter-day United States of America.

American politicians love to promote the Internet; Hilary Clinton made a fine art of it, even Michelle Obama has now joined the fray.

“It is so important for information and ideas to flow freely over the Internet … because that’s how we discover the truth,” she patronizingly told the net-savvy students at Peking University.

She went on to say how this technology “opens up the entire world” and “exposes us” to ideas, but she neglected to say the Internet also opens up the world to surveillance and it also exposes our ideas to those who police us.

As if the first lady’s talking points were not clear enough, US Ambassador Max Baucus made a pitch for Facebook and Twitter in his introduction to her speech.

The cheerleaders for Team America have a point, up until a point. Free speech and free information flow are essential to feedback and correction of errors. A modern society needs information flow like a modern city needs electricity.

But it is the electric nature of today’s communications that point to a special problem.

The same messages that can be created and distributed with unparalleled ease can also be hacked and traced back to senders. Surveillance and espionage of unprecedented thoroughness is the flip side of the Internet revolution, so anyone who waves the flag to promote Google or Facebook as supposed icons of freedom is either naive, or turning a blind eye to the spying, data mining and commercial surveillance conducted by those huge corporations[, or evil – Zuo Shou].

What’s more, the Silicon Valley giants cooperate with NSA’s even bigger, even more comprehensive spying operations, both willfully, for a fee, and unwittingly, as their own servers and cables get hacked.

The latest revelation from Edward Snowden’s vast collection of documents pointing to NSA malfeasance shows how the NSA, contrary to all protestations of innocence, hacks into the secure servers of foreign companies and electronically stalks its personnel; in this case, Huawei of China.

What makes this unbecoming act all the more insidious is that the US government singled out Huawei as a untrustworthy company on the unproven assumption that it was hacking other people’s information, allegedly using backdoor electronic access of precisely the kind that the NSA was using against Huawei.

Looking back, one can only wonder, was the left hand of US government unaware of what the right hand was doing, or was it a diversionary tactic in which the thief accused the victim of stealing to blur the lines of right and wrong?

Edward Snowden was a run-of-the-mill NSA employee, the kind of person who signed up for the US military and US intelligence because he felt it was a higher calling until he saw too much, heard too much and had a Saul-Paul conversion.

At great risk to himself, he confronted his demons and become more human, and more humane in the process. He’s no longer a cog in NSA’s huge information-machine, he’s no longer a professional peeping Tom or an electronic intruder.

But what about his tens of thousands of colleagues, contractors and “made men” alike who still work in slavish obedience to their NSA masters? Do they too have their doubts? Will they too step forward to blow the whistle and say enough is enough?..

…Ever since the Clinton presidency, US Internet diplomacy has provided cover for NSA surveillance. More people on the Internet means more people on the grid, which in turn facilitates electronic snooping and spying, a field in which the US is undisputed world leader…

Provocative remarks by US Pacific fleet commander fuel disputes with China [World Socialist Website]

The US has increased tensions over territorial disputes in the South and East China Seas, warning that a Crimea-like crisis could develop as a result of China’s “revanchist tendencies.”

Speaking at a meeting of the Jakarta International Defence Dialogue on Wednesday, in the presence of Chinese delegates and South-East Asian officials, the US Pacific Fleet commander, Admiral Harry Harris, pointed to the “global tensions caused by one neighbour against another in the Crimean Peninsula.”

Harris, who took up his post last October, added to his inflammatory remarks in an interview with the Financial Times on the sidelines of the conference. He said maritime tensions were at the highest point he had seen for thirty years because of what he called China’s “destabilising” influence.

“We welcome the rise of a strong and prosperous China that adheres to international norms,” he said. “What worries me though is China’s lack of transparency at times and their revanchist tendencies. I worry about that and I think it’s destabilising the region.”

The use of the term “revanchist” is significant. In diplomatic parlance it refers to a drive by a country to recover lost territory. In other words, China is accused of expansionist aims.

Replying to Harris, Sun Jianguo, the Chinese army deputy chief of general staff, rejected claims that China was responsible for increased tensions. Rather, it faced “pressing and immediate risks” because of provocations by other countries.

“We face so many disputes and some disputes are very thorny and difficult to tackle,” he said. In remarks directed at the United States, while not directly naming it, he continued: “In particular, some are trying to take advantage of these disputes to realise their own strategic objectives. Our goal is to make sure these disputes are properly managed and will not blow into conflict or war.”

The “strategic objectives” to which he referred are contained in the Obama administration’s “pivot” to Asia, which is aimed at isolating China, diplomatically and militarily in the region, with the goal of ensuring continued US dominance.

This is what is meant by the American insistence that China must adhere to “international norms.” Its economic growth is to be “welcomed,” provided China remains subordinate to the geo-political and economic relationships dictated by the US.

The US is demanding that the territorial disputes in the South China Sea, which involve China, Brunei, Malaysia, the Philippines, Taiwan and Vietnam, be dealt with on a multilateral basis so that Washington can intervene. China, by contrast, insists that the disputes be settled through bilateral negotiations.

The long-running territorial disputes—some have continued for more than three decades—were elevated from second-order issues into matters of global significance through the intervention of the US.

In mid-2010, even before the “pivot” was officially announced, Hillary Clinton, then secretary of state, declared that the US had a “national interest” in “freedom of navigation” in the South China, effectively giving support to Vietnam and the Philippines…

Hillary and Other Assorted Barbarians at Russia’s Gate [Black Agenda Report]

“Americans sound like southern white fascists, with their reflexive assumptions of supremacy, global privilege, and ordained national mission.”

March 5, 2014

by BAR executive editor Glen Ford

The United States is more than just an ally to fascists in Ukraine and everywhere else; the American South provided an historical model for fascism. “The fascist order of the pre-Sixties Solid South was simply a domestic expression of U.S. Manifest Destiny – the national religion.” The fascists – both local and imperial – have laid siege to Russia.

Hillary Clinton is a walking profanity – and, thereby, a prime candidate to be the next president of the United States. The fiend who played Julius Caesar when U.S.-employed jihadists butchered Libya’s Muammar Gaddafi (“We came, we saw, he died”) now likens Russia’s response to the U.S.-backed fascist putsch in the Ukraine to Hitler’s quest for a Greater Germany. It is like spitting on the graves of the 25 million Russians and other Soviet nationalities slaughtered in Hitler’s racist jihad – the people who actually defeated the Nazis while the U.S. and Britain loitered off Europe’s shores. At war’s end, the United States imported thousands of Nazis to construct the nuclear/chemical/biological military juggernaut that would usher in an “American Century” – while confiscating Paul Robeson and W.E.B. Dubois’ passports.

Thanks to the Americans, West German denazification never happened but, by the mid-Seventies, Washington had implanted fascist military regimes throughout Latin America – one of which exterminated 200,000 Guatemalan Mayas.

When John Kerry praises the “brave Ukrainians” that “took to the streets to stand against tyranny and demand democracy,” he makes common cause with the direct political heirs of the Ukrainian Waffen SS units and concentration camp guards that eagerly joined Hitler’s genocidal rampage in the mid-20th century. The Ukrainian fascists, who command 40 percent of the electorate in some western regions of the country, return the compliment, hoisting the Confederate flag in Kiev’s city hall. They see, correctly, that the epicenter of their ideology is not Berlin, but Washington.

“Ethnic purity was the organizing principle of one-party Democratic rule in Dixie from the mid-1870s to the mid-1960s.”

The trans-Atlantic affinity is more fundamental and deep-rooted than the $5 billion that Assistant Secretary of State Victoria Nuland brags the U.S. has invested in developing “democratic institutions” in Ukraine – resulting in the overthrow of the elected government and its replacement by ethnic-based mob rule. This is the model that held sway in the southern United States for nearly a century, following the death of Reconstruction. Ethnic purity was the organizing principle of one-party Democratic rule in Dixie from the mid-1870s to the mid-1960s. Race and Nation were One, ordained by God, Science and History, obligating every white man to break and burn the bodies of all Negroes, mongrels and race-mixing whites that might challenge the political order. Mob rule – lynch law – buttressed the political and economic supremacy of the most exploitative sectors of industry and agribusiness. The American “Solid South” not only fits the “classic” definition of fascism, it provided a template for future fascists. The apartheid order in Dixie predates the establishment of fascist regimes in Europe and, in terms of its racial component, has more in common with the Nazi strain than Mussolini’s Italy.

The ideological unity of the White South empowered Democrat/Fascists to exercise outsized influence over the national government. The Dixie-born Ku Klux Klan became a national phenomenon, and the emerging U.S. empire swaggered about the globe with a decidedly southern accent. Pre-Civil War white southern dreams of building a slave empire throughout the Americas meshed nicely with Teddy Roosevelt’s imperial ambitions. Shortly after the turn of the 20th century, Roosevelt violated all the rules of naval warfare in favor of racial pageantry, painting U.S. naval vessels white for a world tour of “The Great White Fleet.” Both Europe and the non-white world understood his meaning.

“The American ‘Solid South’ not only fits the ‘classic’ definition of fascism, it provided a template for future fascists.”

When the Black Freedom Movement forced a split in the national Democratic Party, in the early Sixities [sic], southern whites bolted to the Republicans, transforming the Party of Lincoln into the national White Man’s Party. With Dixie the bedrock of Republican electoral college strength, the coded language of race came to dominate general U.S. political discourse. In a very real sense, Americans sound like southern white fascists, with their reflexive assumptions of supremacy, global privilege, and ordained national mission – including lots of Black Americans. After all, the fascist order of the pre-Sixties Solid South was simply a domestic expression of U.S. Manifest Destiny – the national religion.

Fascists all over the world – not just Ukraine – know they have tens of millions of soul mates in the United States, including the leadership of both major parties. That’s why they flashed the white supremacist gang-sign from Kiev. In turn, the American political class and corporate media prove they are also fascists, by pretending that their Ukrainian allies are democrats.

With the U.S. and NATO now poised at Russia’s door, as was Germany in 1941, Hillary Clinton attempts to flip the clear historical parallel by ranting that it is President Putin who seeks a “Greater Russia.” The Kremlin has every reason to believe the barbarians are at the gate.
