Grabar-Kitarovic’s majority was enabled by receiving the required 21,000-vote majority from Croatians living abroad. Grabar-Kitarovic lived as a graduate student in Washington, DC and Boston and soon became Croatian ambassador in Washington and the chief propaganda assistant to NATO’s neoconservative Secretary General, Anders Fogh Rasmussen, the former Danish prime minister.

As an international exchange student, Grabar-Kitarovic graduated in 1986 from Los Alamos High School in New Mexico, the home to the Los Alamos National Laboratories, where U.S. intelligence and military agencies develop the latest nuclear weaponry and other warfare technology…

…Grabar-Kitarovic’s political science master’s thesis at the University of Zagreb in Croatia was titled «American-Soviet Relations during the Reagan Administration and the End of the Cold War», which is very reminiscent of the Cold War academic pursuits of former U.S. Secretary of State Condoleezza Rice. Rice’s PhD dissertation dealt with the Czechoslovak Army and the Communist Party. Her book, which was based on her dissertation, was titled, «The Soviet Union and the Czechoslovak Army, 1948-1983: Uncertain Allegiance». During her PhD studies at the University of Denver, Rice was taken under the wing of Dr. Josef Korbel, the father of former Secretary of State Madeleine Albright, whose god-daughter, Susan Rice is Barack Obama’s national security adviser. Korbel, Albright, the two Rices, and Grabar-Kitarovic represent a post-World War II U.S. intelligence operation to groom the next generation of Cold Warriors and seed U.S. citizens and residents of Eastern and Central European descent into the top echelons of government from Estonia to the Republic of Georgia.

Croatia, along with Albania, were the last two countries to join NATO. Croatia joined the Western military bloc in 2009.

Grabar-Kitarovic is a member of the Croatian Democratic Union (HDZ), the neo-fascist oriented party of the late Croatian president Franjo Tudjman. She served as foreign minister of Croatia from 2005 to 2008 and was instrumental in pushing for Croatia’s joining the European Union in both that position as European Integration Minister from 2003 to 2005. Croatia joined the EU in 2013. EU membership brought Croatia the fourth-highest unemployment rate in Europe and a 50 percent jobless rate of Croatians under the age of 25. These statistics, which should have hurt the pro-EU Grabar-Kitarovic’s razor-thin victory in the presidential election even more suspicious and dubious.

Grabar-Kitarovic was a resident Fulbright scholar at George Washington University in Washington, DC where she specialized in international relations. Fulbright scholarship programs are used by the U.S. Central Intelligence Agency to recruit foreign students with future political potential into the ranks of the intelligence agency’s vast network of assets and agents.

…Grabar-Kitarovic is just the latest American agent-of-influence to lead a NATO country in Eastern/Central Europe. Placing American puppets in governance of supposedly-independent nations is reminiscent of Nazi Germany’s and Fascist Italy’s appointment of puppet leaders and administrators in some of the same nations where U.S. lackeys now rule. Today, hardly a soul recalls the names of these puppet entities: the Lokot Autonomy, the Principality of the Pindus, and the Protectorate of Bohemia and Moravia. Grabar-Kitarovic is the ideological heir of the puppet Nazi State of Croatia, which was led by the fascist Ustashe movement, from which Grabar-Kitarovic’s HDZ party receives so much of its inspiration.

US torture report exposes European powers’ involvement in CIA crimes [World Socialist Website]

The publication of the US Senate Intelligence Committee report on CIA torture has exposed the European powers’ complicity in ghastly crimes of US intelligence. Even though European states’ complicity in CIA torture and rendition operations has been documented for nearly a decade, no European officials have been held accountable.

In 2005, the Council of Europe tasked former Swiss prosecutor Dick Marty with preparing a report on secret CIA prisons in Europe. He released two reports, in 2006 and 2007, documenting the complicity of dozens of European states in setting up facilities for illegal CIA rendition and torture. The states involved included Britain, Germany, Belgium, Italy, Greece, Turkey, Cyprus, Spain, Portugal, Finland, Sweden, Iceland, Denmark, Austria, the Czech Republic, Croatia and Albania.

The existence of approximately 1,000 CIA flights and of secret prisons in Bosnia-Herzegovina, in Bucharest (Romania), Antavilas (Lithuania), and Stare Kiejkuty (Poland) has since been confirmed.

Nonetheless, after the US Senate recognized CIA use of the grisliest forms of torture — including murder, sexual assault, sleep deprivation and forcing inmates to stand on broken limbs —officials across Europe reacted by insisting that they should enjoy immunity.

Top officials of the Polish government, which is appealing a July ruling against it over its role in CIA torture by the European Court on Human Rights, denounced the report. “Certain secrets should stay that way,” said Polish Defense Minister Tomasz Siemoniak.

Polish prosecutors have been investigating the case for six years, including a two-year investigation of former Polish intelligence chief Zbigniew Siemiatkowski, without bringing any charges. Khalid Sheikh Mohammed, the alleged mastermind of the September 11 attacks, was waterboarded as soon as he arrived at Stare Kiejkuty. One medical officer there noted: “We are basically doing a series of near-drownings.”

Other detainees at Stare Kiejkuty, which housed Saudi, Algerian and Yemeni detainees, were subjected to mock executions with a power drill while standing hooded and naked.
Former Polish President Aleksander Kwasniewski lamely claimed that CIA officials did not explain how they planned to use their secret prisons in Poland. “It was a question as we saw it only of creating secret sites,” he said, adding that he closed down the facility in 2003 because “the Americans’ secret activities began to worry” Polish authorities.
Lithuanian officials confirmed that the black site named “detention center Violet” by the US Senate report appears to be the Lithuanian detention center near the capital, Vilnius, identified in a 2009-2010 parliamentary investigation. Lawmaker Arvydas Anusauskas told Reuters, “The US Senate report, to me, makes a convincing case that prisoners were indeed held at the Lithuanian site.”

Abu Zubaydah, a Saudi detainee now kept at Guantanamo Bay, has stated that he was kept and tortured at the site. Washington paid the Lithuanian government $1 million to “show appreciation” for operating the prison, according to the US Senate report, though the funds were reportedly paid out through “complex mechanisms.”

Lithuanian Prime Minister Algirdas Butkevicius has asked Washington to confirm whether or not the CIA tortured prisoners at its secret prisons in Lithuania.

British Prime Minister David Cameron dismissed the issue of torture and Britain’s role in rendition flights to countries including Libya, saying that it had been “dealt with from a British perspective.” He told the public to trust British intelligence to police itself, as official investigations had “produced a series of questions that the intelligence and security community will look at … I’m satisfied that our system is dealing with all of these issues.”

In fact, the CIA torture report has revealed the advanced state of collapse of democratic forms of rule not only in the United States, but also in Europe. What has emerged across Europe since the September 11 attacks is the framework of a police state far more technically powerful than even the most ruthless dictatorships of twentieth-century Europe. The methods deployed as part of the “war on terror” will also be used against opposition in the working class to unpopular policies of austerity and war.

European governments participate in the digital spying on telecommunications and Internet activities of the European population, carried out by the US National Security Agency and its local counterparts, as revealed by Edward Snowden. They also are planning joint repression of social protests, based on talks between German federal police, France’s Gendarmerie, and other security forces with the European Commission.

“During my investigation, people called me a traitor and said I was making things up,” Marty told the Tribune de Genève. “The Europeans disappointed me. Germany, the United Kingdom, and many others blocked the establishment of the truth. In fact, most European countries actively participated in a system that legitimated large-scale state crimes.”

“I think we must recall, and it is very important, that this operation, this anti-terrorist policy, was decided and carried out under the aegis of NATO,” Marty told Swiss television channel RTS.

“The United States invoked Article 5 of the NATO Charter, which says that if one member of the alliance is attacked militarily [e.g., as Washington claimed, on September 11], all NATO members are required to come to its aid,” Marty said. Once this was accepted, he added, “there were a whole series of secret accords between the United States and European powers. And all the European countries pledged to grant total immunity to CIA agents, which is manifestly illegal.”

The European powers’ participation in the CIA torture program underscores the utter hypocrisy of the humanitarian pretensions used to justify operations ranging from NATO wars in Syria and Libya to this February’s NATO-backed, fascist-led putsch in Ukraine.

The ferocious opposition of the European ruling elites to attempts to bring this criminality to light is the clearest indication that the democratic rights of the population cannot be secured by appeals to any section of the state. The defense of the population’s democratic and social rights is a question of the revolutionary mobilization of the working class in an international struggle against European capitalism.

UN report condemns US government’s “international criminal program of torture” [World Socialist Website]

A recent report to the UN Committee Against Torture concludes that the US presidential administrations of George W. Bush and Barack Obama are responsible for far-reaching violations of international law for directing and covering up a global torture program developed by the US Central Intelligence Agency in the years following the September 11, 2001 attacks.

The report, prepared by the “Advocates for US Torture Prosecutions,” Dr. Trudy Bond, Prof. Benjamin Davis, Dr. Curtis F. J. Doebbler, and The International Human Rights Clinic at Harvard Law School, states unequivocally that entire sections of the state apparatus are responsible for “breathtaking” crimes against international law.

“Civilian and military officials at the highest level created, designed, authorized and implemented a sophisticated, international criminal program of torture,” the report states.

The report details the vast scale of the torture system, noting that detainees were tortured not just at the US Guantanamo Bay Military Base in Cuba, but in numerous secret black sites worldwide, including in “Bosnia-Herzegovina, Canada, Djibouti, Egypt, Indonesia, Iraq, Italy, Jordan, Libya, Lithuania, Mauritania, Morocco, Pakistan, Poland, Romania, Russia, Syria, Thailand, the United Arab Emirates, the United Kingdom (Diego Garcia), and Yemen.”

Having been “conceived and authorized at the highest levels” of the US government, responsibility for the crimes committed is shared by numerous top officials, the report concludes, including “President George W. Bush, then Vice President Dick Cheney, then Director of the Central Intelligence Agency (CIA) George Tenet, then National Security Advisor Condoleezza Rice, then Defense Secretary Donald Rumsfeld, then Secretary of State Colin Powell, and then Attorney General John Ashcroft.”

The torture techniques were devised by the CIA in collaboration with intelligence officers from the Egyptian and Saudi regimes, according to the report.

“The techniques in question, sometimes styled as interrogation techniques and sometimes as detention procedures, included near-drowning (‘waterboarding’), sleep deprivation for days, and forced nudity,” the report notes.

“They have caused many people intense suffering, including severe mental harm and, in some cases, death,” the report notes.

“Retroactive legal approval” was then contrived by US government lawyers at the Justice Department’s Office of Legal Counsel (OLC).

In order to justify the new methods of “enhanced interrogation,” the torture lawyers of the Bush administration drew up an “absurdly narrow” definition of torture to justify the administration’s policies.

As a CIA lawyer commented to personnel at Guantanamo Bay when summarizing the content of the Bush administration torture memos, “…it is basically subject to perception. If the detainee dies you’re doing it wrong.”

“The fact is that senior officials in the United States government solicited information on how to use aggressive techniques, redefined the law to create the appearance of their legality, and authorized their use against detainees,” notes a report by the US Senate Armed Services Committee, cited in the new report to the UN…

…Far from being limited to the Bush administration, the report makes clear that the Obama administration, the Justice Department and multiple federal courts have upheld the conception that those involved in “waterboarding, dietary manipulation, walling, long-time standing, sleep deprivation and water dousing” should receive immunity, and that these techniques do not constitute torture.

The Obama administration has sought to safeguard all the senior Bush administration officials most directly responsible for torture from prosecution or any form of legal or punitive action for their involvement in torture.

As the report notes, all senior US government officials have received blanket immunity for their involvement in orchestrating a worldwide torture network, and “courts-martial and administrative proceedings for acts of torture have been almost exclusively limited to low-level private contractors or soldiers.”

The authors conclude that the “enhanced interrogation” methods violated the UN Convention Against Torture or Other Cruel, Inhuman and Degrading Treatment and Punishment, which builds on the ban on torture contained in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.

The report maintains that “the prohibition against torture is absolute,” rejecting the legal concepts of the Bush administration and calling for the prosecution of top Bush administration lawyers, including the drafter of the three main “Torture Memos,” Deputy Assistant Attorney General John Yoo,

The failure of the US government to hold accountable any of the leadership elements that organized the torture is undermining the “preemptory norm against torture,” according to the report. Torture is becoming more widespread and viewed as more acceptable by states everywhere in response to the unabashed repudiation of international law by the US.

In its concluding recommendation to the UN Committee Against Torture, the legal scholars demand that the US government adopt a legal and policy course that is 180 degrees opposed to that followed by the Obama administration since taking office.

“The United States should promptly and impartially prosecute senior military civilian officials responsible for authorizing, acquiescing or consenting in any way to acts of torture committed by their subordinates,” the rapporteurs write.

Were the demands of the report to be implemented, the result would be legal-political prosecutions directed against command elements and numerous individuals within the upper layers of the most powerful agencies of the American government, including the CIA, the military and the Department of Justice, together with numerous high-ranking members of the Bush and Obama administrations.

Countless figures, many now ensconced in lavish sinecures in academia and the corporate establishment, would have to face long jail sentences.

No such accountability will be forthcoming from any section of the political establishment, however, given that the torturers and their defenders are the preeminent political servants and military-intelligence specialists of the capitalist class.

The torture program was developed and implemented as part of an explosion of American militarism, as the ruling class has sought to maintain its global position through war and violence in every corner of the globe. At the same time, it is part of a wholesale assault on democratic rights, directed fundamentally at any opposition to the policies of the corporate and financial elite.

Far from prosecuting those responsible, the Obama administration is currently engaged in a coordinated campaign to prevent the release of a Senate Intelligence Committee summary on CIA torture, working closely with the spy agency itself to cover up the crimes for which it is guilty.

China mulls high-speed railway to US; whole trip to be within 2 days [People’s Daily]

China is considering building a high-speed railway line to the US, Beijing Times reported on Thursday.

The proposed line would begin in north-east China and run up through Siberia and through a tunnel underneath the Bering Strait through Alaska and Canada to reach the continental US, according to Wang Mengshu, a railway expert and academician of the Chinese Academy of Engineering.

Crossing the Bering Strait between Russia and Alaska would require about 200km (125 miles) of undersea tunnel, says Wang.
“Right now we’re in discussions. Russia has already been thinking about this for many years,” Wang said.

The project would run for 13,000km, about 3,000km further than the Trans-Siberian Railway. The entire trip would take two days, with the train travelling at an average of 350km/h (220mph).

The tunnel technology is “already in place” and will be used to build a high-speed railway between the south-east province of Fujian and Taiwan. “The project will be funded and constructed by China,” Wang said. “The details of this project are yet to be finalized.”

This China-US line is expected to be one of four international high-speed rail projects currently in the works.

The first is a line that would run from London via Paris, Berlin, Warsaw, and Kiev to Moscow, where it would split into two routes, one of which would run to China through Kazakhstan and the other through eastern Siberia.

The second line would begin in the far-western Chinese city of Urumqi and then run through Kazakhstan, Uzbekistan, Turkmenistan, Iran and Turkey to Germany.

The third would begin in the south-western city of Kunming and end in Singapore. The routes are at various stages of planning and development.

Russia calls for deep reforms in Ukraine [Xinhua]

MOSCOW, April 7 (Xinhua) — Russia said Monday the latest developments in eastern Ukraine proved the necessity of a constitutional reform in that country and transforming it into a federation.

“Russia follows with attention the developments in Ukraine’s eastern and southern regions, in Donetsk, Lugansk and Kharkov in particular,” the Foreign Ministry said in a statement.

On Monday, a group of activists seized government buildings in Ukraine’s eastern city of Donetsk and proclaimed the region ” people’s republic.” They set a referendum no later than May 11 to validate the decision and called on Russia to send a “peacekeeping mission” to Donetsk if Kiev blocked the vote.

Moscow said the long-term stability of Ukrainian state was impossible without federalization which would guarantee interests of all the country’s regions. The reform also must secure Ukraine’ s non-alliance status and special role of the Russian language, the ministry said.

Russia also reiterated its earlier proposals on international facilitation for an inclusive dialogue of all political and regional force in Ukraine.

Moscow was ready to participate in the efforts of its foreign partners, including the top diplomats of Poland, France and Germany, who have acted as guarantors of the agreement signed between the ousted Ukrainian President Viktor Yanukovych and the then-opposition on Feb. 21, it said.

Yanukovych was ousted by the parliament, Supreme Rada, the next day after the deal was signed and left the country for Russia soon afterwards. Meanwhile, Moscow still recognizes him as the legitimate president of Ukraine.

Russia demanded the West stop shifting blame to it for the events in eastern Ukraine, saying the authorities in Kiev was to blame for the unrest.

“Do stop pointing at Russia and blaming it for all of Ukraine’s current misfortunes. The Ukrainian people want Kiev to provide a coherent answer to all questions. It is high time to heed these legitimate demands,” the ministry said.

Commentary: No more irresponsible remarks on Myanmar-China pipelines [Xinhua]

BEIJING, July 29 (Xinhua) — Irresponsible remarks on the Myanmar-China oil and gas Pipeline project should stop as the scientifically proven feasible project has benefited multiple parties.

A Myanmar-China natural gas pipeline (Myanmar section) started to deliver gas to China on Sunday, signalling a landmark step for the huge energy transmit project, which also includes building a crude oil pipeline.

Western criticism of the cross-border pipelines is totally irresponsible and ill-disposed.

Firstly, the project has undergone scientific study and strict examination and conform [sic] with local regulations and laws.

Sources with the investors say operations of the two pipelines have been conducted in strict accordance with specifications and patterns of international pipeline projects since the beginning of the pre-feasibility study stage.

Secondly, it is wrong to say that only China benefits from the project, while deliberately turning a blind eye to the comprehensive benefits enjoyed by Myanmar and its people.

The huge project will dramatically upgrade Myanmar’s strategic and economic position in Southeast Asia, not to mention dozens of millions of U.S. dollars Myanmar will gain from “road toll fees” and transit fees.

The Bangkok Post of Thailand said in a recent report that the pipelines would make Myanmar a “trade hub” of Southeast Asia and the country would consequently be on track to becoming Asia’s newest crossroads.

The project is expected to generate momentum for local economic development. More than 220 local enterprises participated in the construction of the pipelines.

It will also bring more job opportunities and improve the livelihood of local people living along the pipelines.

The companies running the pipelines have so far donated 20 million U.S. dollars for use in education, medical treatment, health and disaster relief. Besides, 45 schools and 24 clinics have been built, which benefit nearly 1 million local people.

As a matter of fact, the project is co-invested by six parties from four countries — China, Myanmar, South Korea and India.

Why do some Western critics make irresponsible remarks on the project? It stems from their shady mentality.

On the one hand, they are unwilling to see an intimate relationship between China and Myanmar and are jealous of the huge strategic energy project. On the other hand, they are unwilling to see China’s success in diversifying its energy imports and its achievement in ensuring energy security.

Needless to say, the completion of the China-Myanmar pipelines has substantially changed the strategic map of China’s energy supply channels, and to a certain extent, alleviated China’s “Malacca Dilemma.”

At present, as many as 80 percent of China’s oil imports depend on the supply line going through the Malacca and Singapore straits, while the maritime route is patrolled by fleets headed by the U.S. navy.

In fact, energy diversification is a widely-accepted practice and a strategy pursued by the international community.

The European Union, for instance, is planning the Nabucco project which aims to transmit gas from the Caspian region to Europe.

Germany and Russia have jointly built the Nord Stream Pipeline which goes through the Baltic Sea, while Poland complained about it because the pipeline bypasses its territory.

All in all, the China-Myanmar oil and gas pipelines have shown the strategic political trust between the two countries, and the project has benefited both sides economically. Therefore, there is no need for irresponsible remarks on it any more.
