A top Chinese political advisor on Monday called it an “important political task” to help non-communist party members learn and practice the country’s socialist core value system.

Jia Qinglin, chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), made the remarks Monday at a meeting on promoting the socialist core value system.

The concept of “socialist core value system” was publicized for the first time at the Sixth Plenum of the 16th Communist Party of China (CPC) Central Committee in 2006, at which time the CPC highlighted the importance of creating a ” harmonious socialist society.”

The Party explained that the value system should consist of Marxism, socialism with Chinese characteristics, patriotism, the spirit of reform and innovation and the socialist sense of honor and disgrace.

Jia called upon various Party committees to focus on promoting the steady and healthy development of multi-party cooperation, and help solve problems for members of non-communist parties.

Chinese Vice President Xi Jinping was appointed vice-chairman of the Central Military Commission (CMC) of the Communist Party of China (CPC).
The Fifth Plenary Session of the 17th CPC Central Committee made the announcement on Monday that the CMC was augmented to include Xi as a vice-chairman in a communique upon the closure of the four-day meeting.

Xi is also member of the Standing Committee of the Political Bureau of the CPC Central Committee.

The following is the biographical sketch of Xi Jinping:

Xi Jinping, male, ethnic Han, native of Fuping, Shaanxi Province, born in June 1953. He joined the CPC in January 1974 and began working in January 1969. Xi graduated from the School of Humanities and Social Sciences of Tsinghua University, majoring in Marxist theory and ideological education. He holds an LLD degree through an on-the-job postgraduate education program.

Xi is now a member of the Standing Committee of the Political Bureau of the CPC Central Committee, member of the Secretariat of the CPC Central Committee, vice president of the People’s Republic of China, vice chairman of the CPC Central Military Commission and president of Party School of the CPC Central Committee…

Friday, September 3, 2010, is the 65th anniversary of China’s victory in the fight against Japanese invasion and the victory against fascism worldwide.  To mark this special occasion, the People’s Daily, the leading and most influential national newspaper in China, front-pages an editorial, and its detailed extracts are as follows:

Friday is a commemorative day for the human justice to defeat the human evils, for [light] to defeat darkness, and progress[ive forces] to defeat the reactionary [forces], and so, it is a special day for the whole Chinese nation to keep…in mind forever.

The Chinese People’s War of Resistance against Japan was an important component and also the principal battlefield of the Orient in the world anti-fascist war.  The great victory to determine the world’s future 65 years ago was a crucial turning point for the Chinese nation to stand in the “family of nations” and head for its great rejuvenation.  It was precisely based on the foundation of victory in the War of Resistance [against] Japan that the Communist Party of China (CPC) led the Chinese people to win the victory in the New Democratic Revolution, to establish the People’s Republic of China and to accomplish the greatest and most profound social reform in Chinese history.

To remember this phase of history forever, we should turn the stirring and unyielding resistance endeavor into the nation’s collective memory and draw the wisdom and enlightenment from it and obtain the strength of reality so as to open up the future.

The victory in the War of Resistance to Japan gives an eloquent proof that CPC is the force at the core that has saved the Chinese nation from subjugation and realized the nationwide liberation.  The “September 18-1931 Incident” and the July 7 Incident of 1937…[respectively] mark the beginning of the War of Resistance to Japan, both provoked by Japanese intruding forces…, pushed China to the edge of its subjugation or genocide.  At this critical moment of life and death, it was also the CPC that sounded the first clarion for resistance to Japanese intruders.

The victory in the Chinese People’s War of Resistance to Japan showed in a focused way the great might of patriotism and national unity.  This was the war of national liberation, which had a bearing on the life and death of the Chinese nation.  Under the banner of the Anti-Japan National United Front initiated by CPC and with the Kuomintang-CPC cooperation as a solid grounding, all sons and daughters of the Chinese nation rose in a courageous, dauntless fight against Japanese invaders.  It was precisely based on the united struggle that the war became the first national liberation war to win the complete victory in the modern times.

The victory in the War of Resistance to Japan demonstrates incisively that the unceasing efforts to become stronger constitute the basic guarantee for a nation to “stand on its own feet.”  War is a contest or “trial of strength”, and the war between nations is the contest of the comprehensive national strength in early 20th century.  Dr. Sun Yat-sen, forerunner of the Chinese Democratic Revolution, felt extremely bitter and painful from the accumulated deterioration from poverty and from his country being tramped upon, and raised the slogan of “invigorating the Chinese nation”.

Japanese militarism was audacious then to launch the war of aggression against China, and the reason was simply that China was then split and war-torn, corrupted politically and backward economically.  The lessons China had learned from humiliation over a century and experiences the nation had gained in construction over the past six decades, both positive and negative, have fully proved that development is the fundamental way out to attain the national might and national rejuvenation.

The flames of World War II spread to more than 80 countries and regions 65 years ago, plunged 2 billion people into the brutal, ruthless war then and subjugated the human civilization to the scourge of war, and left the extremely tragic lessons to the later generations.  During the 65 years since the end of the anti-fascist war, immense changes have occurred in human society and world situation, and it has become the common aspiration of people worldwide to seek peace, development and cooperation.

Number of overseas Chinese students increases / 我出国留学人数逐年上升 经济来源首要靠父母 [People’s Daily / 人民网]

The proportion of Chinese graduates who studied abroad in 2009 increased…compared to 2008, according to a recent report on study abroad programs in China released by Mycos, an education data research firm, on Aug. 26.

The report shows that the proportion of Chinese graduates from the “China 21*1 Universities,” also known as “China’s 100 Universities of the 21st Century,” who studied abroad was obviously higher than that of the universities not included in the “China 21*1 University” project.

Moreover, the proportion of 2009 graduates from the “China 21*1 Universities” who studied abroad is nearly 2 percent, an increase of more than 0.6 percent compared with 2008 and the proportion of 2009 graduates from the universities not part of the “China 21*1 Universities” who studied abroad reached nearly 0.7 percent, an increase of more than 0.4 percent compared with 2008.

In regards to the majors of the graduates who went abroad to study, engineering majors accounted for the largest number out of the total number of Chinese graduates who studied abroad.  Engineering, literature and management, the three top majors, accounted for more than 70 percent of the total overseas Chinese graduates.

The most popular majors among the Chinese graduates who study abroad are business administration and economics, while mathematics, material science, environmental sciences, agriculture, education and medical science were the least popular.

Nearly 2 percent of the 2009 graduates from the Yangtze River Delta region went abroad to study, the highest proportion in China, and most Chinese graduates who studied abroad aimed at master’s degrees, followed by doctorate degrees.

The report shows that nearly 90 percent of 2009 Chinese graduates who studied abroad are financially dependent on their parents and relatives, while 9 percent rely on foreign colleges or institutions, 3 percent depend on the incomes they make from part-time jobs and only 1 percent are supported by the Chinese government or other agencies.

In regard to the futures of the graduates after completing their studies, 36 percent of overseas Chinese students are willing to stay abroad in the short term, and 31 percent of the 2009 graduates are willing to return to China.

我出国留学人数逐年上升 经济来源首要靠父母

教育数据调查公司麦可思今天发布最新的留学调查,2009届中国本科毕业生留学比例较上届明显上升,且“211”(即21世纪100所大学)大学毕业生留学比例明显高于非“211”本科院校。

调查显示,“211”院校2009届本科毕业生的留学比例为1.64%,比2008届上升0.61个百分点;非“211”本科院校的留学比例为 0.69%,比2008届上升0.44个百分点。本科留学的专业大类中以工学专业人数为最多,与文学、管理学共3个本科专业大类占了本科毕业生留学的七成 以上,而出国就读最多的研究生专业类是工商管理类,其次为经济学类。而数学、材料科学、环境科学类、农学、教育学和医学专业并不受中国留学生的青睐。

Tourist exchange between China, Japan, S Korea to reach 17 million / 今年中日韩互访人数有望达到1700万人次 [People’s Daily / 人民网]

Thanks to the efforts to promote tourism between China, Japan and South Korea, the number of visitors exchanged between the three East Asian countries is expected to reach up to 17 million by the end of this year.

According to senior officials from the Fifth Tourism Ministerial Conference of China, Japan and South Korea held in Hangzhou city, a famous tourism city in east China’s Zhejiang Province, the number of Japanese and Korean visitors to mainland China rose to around 2.2 million and 2.4 million, representing a 23.4 percent and 27 percent year-on-year growth, respectively.

Meanwhile, the number of Chinese visitors to Japan and South Korea as the first destination reached up to about 1.2 million and 1 million, respectively, during the corresponding period.

The ministerial conference passed a joint statement that will drive further cooperation between the three East Asian countries to continually develop tourism as a part of their overall national economic and social development strategies, strengthen tourism exchanges and develop cooperation mechanisms to address global environmental issues.

The statement also calls on the countries to aspire to a goal of an annual exchange of 26 million visitors among the three countries by 2015 to promote economic and social development. The aim is also to make a positive contribution to friendly nongovernmental exchanges in East Asian regions.

今年中日韩互访人数有望达到1700万人次

记者日前从在浙江杭州市召开的第五届中日韩旅游部长会议上获悉:在日益成熟的东亚三国旅游交流机制推动下,今年中日韩三国之间的互访人数有望达到1700万人次。

据统计,今年1至7月,日本赴中国大陆旅游人数比去年同期增长23.4%,达217万人次,韩国赴中国大陆旅游人数比去年同期增长27%,达235万人次;同期,中国公民首站赴日韩旅游人数分别为119万人次和107万人次。

Provinces across China raise minimum wages / 今年全国27省份已上调最低工资标准 [People’s Daily / 人民网]

Northwest China’s Qinghai province announced yesterday it would raise minimum wage standards starting on Sept. 1, becoming the 27th province to raise wage standards this year.

Since Jiangsu province increased local minimum wage standards in February, 26 provinces have followed suit.

Currently, the minimum monthly salary standard in Shanghai, which was recently set at 1,120 yuan, is the highest in China. Beijing has the highest minimum wage per hour of 11 yuan.

The Ministry of Human Resources and Social Security mandates that provincial governments adjust local minimum wage standards at least every two years.  However, due to the global financial crisis, the ministry urged local governments to temporarily halt wage increases in November 2008.

With the rebound of economic development, coastal regions, including Jiangsu, Zhejiang and Shanghai, resumed the policy of increasing minimum wage standards starting in February of this year.

A labor shortage in certain regions motivated those governments to accelerate wage increases, said Jin Xin, an official with the Jiangsu Human Resources and Social Security Department.

Data showed that the average rate of increase was higher than 20 percent in at least 20 provinces, most of which are located in central and western China. Hainan, Sichuan and Tibet raised minimum wages by around 30 percent.

今年全国27省份已上调最低工资标准

昨天,青海宣布于9月1日起调整全省最低工资标准,成为今年第27个确定上调最低工资的省份。

自2月1日江苏率先上调最低工资,半年已过,全国除港澳台外的31个省份已有27个调整了最低工资标准,仅甘肃、广西、贵州、重庆没有公布最低工资 调整方案。其中,月最低工资标准最高的上海市为1120元,小时最低工资标准最高的北京市为11元,海南最低工资平均增幅达37%,位列全国之首。

根据人力资源和社会保障部2003年通过的《最低工资规定》,最低工资标准每两年至少调整一次。因2009年全球金融危机影响,人社部2008年11月发出通知称,根据当前经济形势和企业实际,暂缓调整企业最低工资标准。最低工资就此原地“趴”了近两年。

随着经济形势好转,江浙沪等沿海经济较发达地区自今年2月开始陆续调整最低工资。江苏人力资源和社会保障厅劳动关系处处长金鑫认为,“民工荒”促使当地加快调整最低工资。

记者据公开资料统计,至少有20个省份涨幅超过20%,这在中西部和东部欠发达地区尤其明显,而海南、四川、西藏等地增幅达30%。

7 Chinese cities make 2010 Global Cities Index / 2010全球城市排名中国七城市上榜 [People’s Daily / 人民网]

Seven cities in China were on the 2010 Global Cities Index, according to the American journal Foreign Policy on Aug. 15.

According to Foreign Policy, the consulting firm A.T. Kearney and the Chicago Council on Global Affairs published its second joint global cities index, a ranking of global cities.  The list ranked 65 major cities around the world.

The ranking was based on several criteria, including influence, the global market, culture, innovation and overall strength.

On the 2010 Global Cities Index, New York ranked 1st; Hong Kong, 5th; Beijing, 15th and Taipei, 39th. In addition, Shanghai ranked 20th; Guangzhou, 57th; Shenzhen, 62nd and Chongqing, 65th.

2010全球城市排名中国七城市上榜

据美国《外交政策》杂志8月15日报道,全球管理咨询公司科尔尼公司、芝加哥全球事务委员会以及《外交政策》杂志日前联合推出了第二届全球城市指数,对全世界65个大城市进行了排名。衡量标准包括影响力、全球市场、文化以及革新等综合实力。

在2010年指数排名中,纽约排名第1,中国香港排名第5,北京排名第15,中国台北第39,上海、广州、深圳、重庆皆上榜。

此外,上海排名第20位、中国台北第39、广州第57、深圳第62、重庆第65位。
