By the end of 2012, the latest statistics from the Organization Department of the Communist Party of China (CPC) Central Committee indicated that the membership of the party had reached a total of 85.1 million, a year-on-year increase of 2.5 million people, or 3.1 percent.

The party’s basic-level organization has grown by 175,000 to 4.2 million, an increase of 4.3 percent. The party membership structure was steadily optimized in 2012, and both party organizations and the scope of the party’s work were extended, providing a clear indication of its energy and vitality.

In terms of demographics, the party has 20.3 million female members, making up 23.8 percent of the total membership, 5.8 million ethnic minority members, making up 6.8 percent of the total membership, 34.1 million members with a college degree or above, making up 40 percent of the total membership, and 21.8 million members under the age of 35, making up 25.6 percent of the total membership.

In terms of grassroots distribution, there are party organizations in 7,245 city streets, 33,000 villages and towns, 87,000 communities, and 588,000 incorporated villages (neighborhood committees) throughout the country. The coverage of party units in government organizations and institutions has reached 99.97 percent and 99.4 percent respectively, and coverage in state-owned enterprises represents 99.98 percent. 1.5 million non-state enterprises have established party organizations, representing 99.95 percent of those corporations subject to the provisions of the party organization regulation. 40,300 social groups have established party organizations, representing 99.2 percent of groups subject to the provisions of the party organization regulation. 39,500 other non-commercial organizations have also established party organizations, which is 99.61 percent of those subject to the provisions of the party organization regulation.

Expert analysis based on the 2012 party statistics indicates that the party’s rank and file grass-roots party organization has the following characteristics:

The structure has been steadily optimized, and there have been further improvements in quality.

The education management service system for party members has been gradually improved, with a corresponding enhancement of the vigor of the party’s grass-roots membership. It is of vital importance that the education training plan for party members be carried out meticulously – 1.5 million secretaries from the rural party organization have followed year-round training courses, while 4.4 million new party members, 397,000 college students, and 15.2 million village officials have participated in entrepreneurial skills training for new jobs. In order to strengthen the management process for educating floating party members, 11,000 mobile party members within the party organization and 456,000 party member service centers (station) have been set up during the course of the year.

A process of continuous innovation in grass-roots party organizations has been spread, and its coverage expanded. The number of party organizations in non-state enterprises subject to the provisions of the party organization regulation increased by 18.8 percent over the previous year. For social organizations, private non-enterprise units with party organizations condition, the rate of party organizations coverage is respectively 1.8 percent, 0.3 percent of increase comparing to the previous year .

The responsibility of Grassroots party organizations and party members as pioneers and role models is given full play. To strengthen the pioneering influence of window units and service industries, party organizations and party members at all levels formed 21 million partnerships, and completed 49.6 million individual practical tasks on behalf of the people. The rapid response and the selfless dedication of the party and its members to challenges such as earthquake relief and similar major tasks show to the full the excellent character of the CPC and the spirit of the times.
